Bulletin No. 4Let me welcome you in the name of the Czech Orienteering Federation to the Junior World Orienteering Championships. In 1972 and 1991 World Orienteering Championships were successfully organised in the Czech Republic. This is the first time we have the honour to hold this important sport event for junior competitors. The Bohemian-Moravian Highlands, a wild life preservation area in the heart of the Czech Republic, has been chosen as a centre for this year's JWOC. A beautiful countryside with a number of varied terrain elements can be found here. Fights for the world junior titles will take place in the terrain that is worthy of such an important sport event. The Czech Orienteering Federation has been working very hard to prepare Championships we would like you to remember for years. Have a great success with the JWOC and have good races without losing your way. Petr Klimpl Dear orienteering friends, It is my great pleasure to welcome you on the behalf of the Organizing Committee to the Junior World Orienteering Championship 2000. For the most of you, this event represents the top of your sport career and also the entrance gate to the world of elite orienteering. Not everyone comes here with medal ambitions. Some of you will breathe here moments of great happiness for their achievements, and on the other hand, not everyone will fulfill his personal sport objectives. Happiness and disappointment are essential parts of the sport life. Nevertheless, I would be glad to see the joyful ambience to prevail among you. If not as a result of your sport performances, so perhaps by enjoyment of marvelous races we have aimed to prepare for you and especially of friendly atmosphere of JWOC. But to create this atmosphere is partly also your task. Do not never forget that our grandfathers invented the sport particularly to pass it "cool". Competition office: The competition office will be opened during the opening hours shown in the programme. Another competition office will be available in the finish area of each race, however, its services will be limited. Accommodation: Participants will be accommodated in the centre of the Championships - type A, and in the surroundings - type B, C, D, within 800 metres from the centre. Additional services can be ordered at the receptions of each accommodation facilities. Board: Meals will be provided by each accommodation facility on presentation of a meal ticket obtained on arrival. Transport: Bus transport is provided throughout the Championships. Buses depart from the bus stops "Gaudeamus" and "Devet Skal" according to the timetable (the participants must use the correct bus for which their start time is assigned). Transport of team leaders and runners' clothes from the start to the finish area will be arranged. Teams are allowed to use their own transport to and from the finish areas. Training: The exclusive training area is marked on the map received on arrival. Team leaders' meetings: Team leaders' meetings will be held every day from Monday to Thursday at 19:00 in the congress hall. Organisers will be represented by: the IOF Controller, the National Controller, the Chairman of the organisation committee and the Event Director. Closer instructions for the next race, start lists and start numbers will be handed over at the meeting. Opening ceremony: The opening ceremony will take place on Monday July 10th, 2000 at 17:00 in the resort centre of Milovy. Participants of the JWOC are kindly asked to at 16:40 at the car park in front of the Devet Skal Hotel. Please put on your national team dress. The festive opening ceremony will last approximately 30 minutes. Reception at the Town Hall: On Wednesday July 12th, 2000 at 9:00. Team leaders will be welcomed by the Mayor of the Town of Nové Mesto na Morave. The bus for Nové Mesto will depart at 8:15 from the bus stop "Devet Skal" and at 8:20 from the bus stop "Gaudeamus". Expected return is at 10:30. Press: Information for journalists will be available in the press centre together with the access to Internet, e-mail, phone, and fax - payment for all services will be charged. Press conference will be hold on Monday at 14:00 in the press centre. Other information will be accessible after each race during the announcement of the results in the finish area. Medical services: Medical service will be present at the finnish area of each race. During the classic distance race, there will be a medical service on the course. Exchange office: The exchange office will be open on Sunday July 9th, 2000 from 10:00 to 22:00, on the other days from 8:00 to 10:00 in "Devet Skal" Hotel Milovy. Shopping possibilities:
CD-ROM: The participants of the JWOC can order a CD with the complete results, maps, courses, and a simulation of the races. Ordering of CD-ROM is possible till Wednesday, July 12th in the competition office for the charge of CZK 150. The CD's will be available on Saturday, July 15th, 2000 in the competition office.
Competition Rules: Rules: The JWOC will be organised according to the Competition Rules for IOF Foot Orienteering Events, valid since June 1st, 2000, with the following exception: Participants: Each country may enter a maximum of 6 men and 6 women born in 1980 or later. SportIdent: SportIdent electronic punching system will be used for all races. SportIdent cards will be handed out to competitors at the presentation, competitors will run all the races with the same e-card. E-cards should be handed back to the competition office after the finish of the relay. Unreturned e-cards will be charged for CZK 600. How to handle e-cards:
There will be on-line transmission of the split times from the controls to the finish area by MORSE radio system created by the Racom company with co-operation with the SportIdent company. Clothing: The whole legs must be covered with clothing. Start number: Start number must be fixed on chest throughout the race. It can not be folded or adjusted in any other way. Maps: All maps were cartographed in 2000. Maps are protected against moisture and damage. All maps conforming to the IOF standard, drawn by OCAD 7, with special symbols:
Magnetic north lines are drawn with blue color. Old maps: Maps from the previous races can not be used in the start area of any competition and in the finish area during the relay race. Telecommunication connection: Participants of the event may not use any telecommunication equipment during the course of the race, during the bus transport and in the start area. Embargoed areas: Competitors are strictly prohibited to enter all embargoed areas stated in the bulletin no. 1 and 2. It is especially important to obey the prohibition of entry to the surroundings of the competition centre. A special area is assigned restricted for the training and its map will be available during accreditation. Objections: Any objections will be solved by the National Controller Jaroslav Dokoupil - article 27 of the Competition Rules for IOF Foot Orienteering Events accordingly. Protests: Any protests will be dealt with according to the article 28 of the Competition Rules for IOF Foot Orienteering Events. A protest concerning organisers' solution of the objection should be presented in written form to any member of the jury. Short Distance Race - Qualification - Wednesday July 12th, 2000 Finish area: Milovy Terrain description: A varied terrain with a small total climbing, many ditches, patches of marshes, spots of granite stones and rock formations. Speed of running is slowed down by the thick undergrowth. Average density of path network. Start of the first competitor: 14:00 Transport to the start area: The start is 3000m away from the Devet Skal Hotel, 2400m away from the Gaudeamus Hotel, and 2300m away from the Solitery Hotel. The only approach to the start area is by foot and will be marked with the blue and white streamers. All runners must pass a control point behind the Solitary Hotel until 14:20 at the latest.
